This 78-page report is based on interviews with more than 160 workers from 44 factories, most of them making garments for retail companies in North America, Europe, and Australia. Workers report violations including physical assault, verbal abuse – sometimes of a sexual nature – forced overtime, denial of paid maternity leave, and failure to pay wages and bonuses on time or in full. Despite recent labor law reforms, many workers who try to form unions to address such abuses face threats, intimidation, dismissal, and sometimes physical assault at the hands of factory management or hired third parties.

The Global Union representing workers in the garment industry, the ITGLWF have released a report on working conditions in Asian sportswear supply chains.
Through worker interviews and surveys the report uncovers a litany of workers’ rights abuses, including the widespread suppression of the human right to join or form a trade union by means of harassment, bribes, the failure to renew short-term contracts and even factory closure.
Not one of the 83 factories surveyed is reported to pay a living wage, and workers in the Philippines explain that they were so destitute by the months’ end they had no choice but to pawn their ATM cards in exchange for loans. Some factories are found to deny workers the legal minimum wage, while others link the payment of basic wages to unachievable production targets which workers struggle desperately to meet.

From China and Indonesia to Turkey and Bulgaria, they work long hours for low wages in arduous conditions, often without the most basic employment protection. Because these human rights apply to persons that perform work, they are applicable to all economic activities and, hence, to all business enterprises. As Global Unions and workers’ rights organisations, we expect business enterprises to apply the Guiding Principles, putting in place policies and due diligence processes that facilitate the avoidance of any adverse human rights impacts which their decisions and activities may have on workers seeking to form or join trade unions or to bargain collectively. We also expect that business enterprises remediate their adverse impacts on these human rights.
