Although it’s been five years since the Rana Plaza garment factory collapse, in many countries survivors’ right to compensation for death and injury remains reliant on voluntary donations fueled by media pressure. A new report, written by worker health and safety expert Dr Rebecca Prentice, compares and draws lessons from schemes to pay compensation to injured workers and dependents of those killed in the recent Ali Enterprises, Tazreen and Rana Plaza garment factory disasters. The report calls for the introduction and strengthening of national employment injury insurance schemes that are lacking in many garment-producing countries.

Both Bangladesh and the global community are coming to terms with their roles in the disaster, because whether consumers shop at Walmart or at Giorgio Armani, the clothes they buy are probably produced in Bangladesh, which ranks number two in the world for garment production. And that is because garment workers in Bangladesh are the lowest earners in the world. Workers expect to earn 24 cents an hour, with some wages as low as $38 a month - a lot lower than the rate in the world's other big apparel producing markets. So, can Bangladesh make a change to a properly regulated garments industry? And what would this change mean for the industry? We discuss the options on Counting the Cost.

This 78-page report is based on interviews with more than 160 workers from 44 factories, most of them making garments for retail companies in North America, Europe, and Australia. Workers report violations including physical assault, verbal abuse – sometimes of a sexual nature – forced overtime, denial of paid maternity leave, and failure to pay wages and bonuses on time or in full. Despite recent labor law reforms, many workers who try to form unions to address such abuses face threats, intimidation, dismissal, and sometimes physical assault at the hands of factory management or hired third parties.
