Lessons will be shared across Africa, and across the global fashion sector to support the transition to sustainable resource use. Our study explores the importance of the textile and apparel sector for economic and social development in Africa and identifies the priority water challenges facing the industry. It complements related studies on the cotton sector, at a national scale in Ethiopia, and in the textiles and apparel sector globally.

Chemical Circularity in Fashion

The fashion industry has to change its relationship with chemicals as a matter of urgency.
The way in which chemicals are currently used and disposed of makes textiles the second most polluting industry in the world. Furthermore, the extraction, production, transportation, and remediation of those chemicals are a significant contributor to climate change.
As world fibre consumption passes 100 million tonnes per annum, the time has come to take a step back and challenge whether current, single-use models for chemicals used in the conversion of fibres to finished textile products should be allowed to continue.
Chemicals are used in yarn spinning, weaving, knitting and wet processing (e.g. dyeing, printing, finishing, laundry) and are typically used once only. After use in a particular process, they are either passed to the next actor in a supply chain on a product, removed and dumped into the environment, or partially remediated and dumped into the environment.
This can be described as a single-use linear model because there is usually no attempt to recycle or reuse the chemical prior to disposal.
This report is aimed at providing chemical suppliers and chemical users in the supply chain with recommendations and suggestions on how to move away from single-use linear models and increase the recycling and reuse of textile chemicals – referred to in the report as non-linear use models. The recommendations and suggestions for change include a call for the wider use of existing good practice and the need for research and development. The intention is to highlight what is possible, what should be possible and what could be possible. This therefore raises many questions that will need to be addressed from both a technical and behavioural perspective.

Neben der historischen Seidenstraße, die vom 2. Jahrhundert v. Chr. bis zum 13. Jahrhundert die wichtigste Handelsverbindung zwischen Europa und Asien war, treibt die Volksrepublik China seit einigen Jahren ein global angelegtes Infrastrukturprojekt unter dem Namen „Neue Seidenstraße“ oder „Belt and Road Initiative“ voran. Außen- und wirtschaftspolitisch will China durch vielfältigere und bessere Transportwege die globale Nachfrage nach chinesischen Produkten steigern, sich den Zugang zu Rohstoffen sichern und nicht zuletzt auch durch den Ausbau von Handelsverbindungen über Land das Risiko möglicher Blockaden von Seewegen (zum Beispiel durch die USA) minimieren. Für eine (noch) bessere Integration Chinas in globale Wertschöpfungsketten bildet die „Neue Seidenstraße“ also die infrastrukturelle Grundlage. Entlang der verschiedenen Routen werden Produktionszentren geschaffen, über die Rohstoffe, Vorprodukte und Endprodukte schneller und verlässlicher transportiert und mit den Zielmärkten verbunden werden können.

Die Studie zeigt, dass die chinesische Textilindustrie von der Neuen Seidenstraße“ profitiert, da Export und Import von Waren über bessere Handelswege erleichtert und chinesische Investitionen in die Textilindustrie der Partnerländer der Seidenstraße ermöglicht werden. Doch dies ist ein zweischneidiges Schwert. Wirtschaftliche Entwicklung, die sich die Regierung Kambodschas erhofft und in Xinjiang zu beobachten ist, trägt nur dann zu nachhaltiger Entwicklung bei, wenn Menschen- und Arbeitsrechte berücksichtigt, die lokalen Bevölkerungen beteiligt und auch gute Umweltstandards eingehalten werden.

It can help to fight corruption and foster legal security, both fundamental preconditions for prosperity. Because of the promises, GIZ decided to carry out the study and answer the following question:

It also reviews ways in which the industry can maintain and even strengthen its profitability despite the pressures of rising costs.

The overarching objective of the report is to provide a direction and guidance towards a better fashion industry. As a starting point, the report provides a common fact base on the current sustainability performance of the industry. Based on that it lays out a Landscape for Change and presents pragmatic, concrete, and economical actions that are already available for producing palpable change. The report promotes collaboration and innovation as main drivers to accelerate change.
